Discovered in 1992, the “Archive of Terror” contains internal records produced by the Paraguayan Secret Police during the Alfredo Stroessner Dictatorship (1954-1989). The collection is located at the Supreme Court building in Asunción, and is under the control of the Archive and Documentation Center for the Defense of Human Rights (CDyA).

The database published here contains more than 60,000 records corresponding to the most requested documents through public Habeas Data to the Court and the CDyA, among the total holdings of 300,000 records at the CDyA.

The database is the result of a cooperation agreement between the Supreme Court of Paraguay and The National Security Archive in order to preserve and make public the holdings of the CDyA. With the intent of giving greatest access to the CDyA holdings, the Supreme Court of Paraguay has authorized the inclusion in the database of 250 sample document images pertaining to Operation Condor.

The online publication of the database has been possible thanks to the support of the Gelman Library of the George Washington University.
